FAQs

What is ProService, how does it work, and why should I use it?

What is ProService?

ProService is a managed procurement service from Procurement Services, designed to make public sector procurement simpler.

Through a growing portfolio of Dynamic Markets and Open Frameworks, ProService provides access to procurement routes covering a range of products and services, supported by our experienced procurement team.

Rather than simply giving you access to a procurement route and leaving you to manage the process yourself, we manage the procurement on your behalf.

What does the managed procurement service include?

We work with you to understand what you need and then manage the procurement process on your behalf. This includes:

  • preparing the procurement documentation

  • managing the competition and supplier communications

  • evaluating supplier submissions

  • supporting the process through to contract award

  • managing ordering and supplier payment

  • providing post-award operational support

Why should I use the managed procurement service?

Public procurement can be time-consuming, particularly for organisations without their own specialist procurement team.

ProService reduces the procurement administration your organisation needs to manage. Your competition, supplier communications, evaluation, notices, documentation and audit trail are managed through the service, allowing your team to focus on its core priorities.

Do I need procurement experience?

No. Our experienced team manages the process from understanding your requirement and preparing the documentation through to running the competition, evaluating submissions and completing the award.

You know what your organisation needs. We know procurement.

What can I buy through ProService, and who can use it?

What can I buy through ProService?

ProService is a growing portfolio of Dynamic Markets and Open Frameworks covering different categories of products and services.

What is available will depend on the scope of each ProService solution. If you are unsure whether we can support your requirement, contact us and talk us through what you need.

Who can use ProService?

ProService is designed to support eligible public sector organisations. Eligibility will depend on the published scope and access arrangements of the relevant solution.

Contact us and we will confirm whether your organisation and requirement are eligible.

Do I need to know which procurement route to use?

No. Start by telling us what you need.

We will consider your requirement, confirm whether a suitable ProService Dynamic Market or Open Framework is available and explain the recommended route and how the managed service will work.

What will ProService manage, and what will my organisation need to do?

Will ProService manage the Procurement Act 2023 requirements?

Yes. We identify and manage the requirements that apply to the competition, including the relevant procurement documentation, records and notices.

The exact requirements will depend on the procurement, but you do not need to work these out before contacting us. Our team will establish the appropriate approach as part of the managed service.

Does ProService carry out the evaluation?

Yes. Our procurement specialists manage the full evaluation of supplier submissions against the published criteria, including documenting the outcome.

You provide a clear understanding of what your organisation needs and retain the relevant approval points, but you do not need to undertake the supplier scoring and evaluation yourself.

Will I still have control over my procurement?

Yes. You tell us what your organisation needs and retain the relevant approvals, while ProService manages the procurement process on your behalf.

You retain control. We take care of the process.

What information will I need to provide?

We will need information to help us fully understand your requirement. This will typically include:

  • What you need to buy

  • Your available budget

  • Required timescales

  • Essential technical, operational or service requirements

Your organisation will also retain its relevant internal approvals and authority requirements. We take care of the procurement expertise and administration.

What are Dynamic Markets and Open Frameworks?

What is a Dynamic Market?

A Dynamic Market is a procurement route containing suppliers that have met the published conditions for membership.

Unlike a traditional framework, suppliers can apply to join throughout the life of the Dynamic Market, provided they complete the application process and meet the relevant conditions.

ProService runs suitable competitions through the Dynamic Market as part of the managed procurement service.

What is an Open Framework?

An Open Framework is made up of successive frameworks awarded on substantially the same terms.

Unlike a Dynamic Market, it is not continually open to new suppliers. Instead, it reopens at specified points, creating opportunities for new suppliers to tender and existing suppliers to retain their place.

Where available and suitable, ProService can use an Open Framework as the route for your managed procurement.

What happens after the procurement is completed?

What happens at the end of the procurement?

Once the competition has been completed, ProService manages the relevant award administration and procurement records.

We create and maintain a clear, complete record of the procurement, including the key decisions and supporting evidence, and provide it to you for your records.

ProService will also manage ordering, supplier payment and post-award operational support.

Does the support stop once the contract has been awarded?

No. Our support does not end when the procurement does.

If the products or services delivered do not meet what was agreed, we will engage with the supplier and help manage the issue on your behalf.

How much does ProService cost, and how do I get started?

Is there a charge for the service?

Yes. There is a charge for our fully managed procurement service.

Contact the ProService team to discuss your requirement and we will explain the service and applicable charge.

How do I get started?

Simply contact the ProService team and tell us what you need.

You do not need to have all the procurement documentation prepared before speaking to us. We can discuss your requirement, confirm whether an appropriate ProService route is available and explain how the managed procurement service can support you.
